What is the best way for the handicapped to get around DC?

I am hoping to take a trip to Washington and will be going with a friend who has a badly withered leg. I know firsthand just how much walking one can do in D.C. but I want to try and make it as easy for him as possible. We won't have an unlimited amount of money for transportation, but I'd like to hear all ideas. Thanks!
