Which cultures or nationalities truly value silence?

The noise level in this little U.S. suburb is driving me right out of my head. The constant onslaught of televisions absolutely everywhere, the default high volume booming through malls, supermarkets and homes...it all overwhelms me and more often than not I find myself walking around in ear plugs. Is there anywhere left on Earth where silence, or at least reasonably low decibel level, is a strongly held cultural value? Where people tend to prefer restraint, subtlety and calm?
