Bigger Or Smaller Military?

Hmm? Why on earth would we want a SMALLER military, I just can't comprehend. Anybody care to enlighten me? It violates the law of survival, that is, survival of the fittest. If fittest means military, it can also mean other things, I.E, economic prowess, so can anybody piece together an argument on why we should downplay our defences?
