Why isn't is possible for 2 women to have a baby without sperm?

I've researched what makes sperm and the entire cause of it is testotarone...so is it possible to inject it in a women, and if so will it reproduce more test. hence sprem? I'm jst a curiouse person that wants to here from other people!!
