Why is term "ghetto" nowadays used for places like Harlem where originally it refered to Warsaw Ghetto etc.?

I mean since the Middle Ages "Ghetto" always refered to Jewish Ghettos. Why has it become adopted for Black living areas in the USA then? Who had that idea?
